Jeanna Perry
Director SRTAC 

Santa Clara County Office of Education 

Jeanna Perry is the Director of the Statewide Residency Technical Assistance Center (SRTAC) at the Santa Clara County Office of Education. She has held key roles such as Teacher on Special Assignment, Coordinator, and Manager II in the third-largest school district in California. There, she managed a Teacher Residency program for 8 years, overseeing strategic partnerships with Institutions of Higher Education, multiple community partners, and internal departments. Ms. Perry's expertise in program management, staff coaching, and strategic planning underscores her commitment to enhancing teacher residency programs and supporting educator growth statewide.

Sheila Rocker Heppe
SRTAC Northern California Regional Lead 

Humboldt County Office of Education 

Dr. Sheila Rocker Heppe began her career in Education as a middle school teacher and her heart remains steadfastly devoted to adolescents. She spent 27 years serving Cal Poly Humboldt, first teaching and coordinating in the School of Education focused on secondary teacher credentialing, then leading Extended Education programs and services on campus with an emphasis on lifelong learning. 


As the SRTAC Northern Region Hub Lead, Sheila is dedicated to promoting educational equity by supporting residency programs in rural and underserved areas of California that reflect their communities, strengthen small schools/districts and tackle systemic issues. 


Through her advocacy and collaborative efforts, Sheila is committed to revolutionizing teacher training and guaranteeing fair access to education for every student in California by nurturing educators who are culturally aware and community-focused.

Tina Tranzor
SRTAC Capital Regional Lead 

Sacramento County Office of Education 

Dr. Tina Tranzor is dedicated to advocating for historically marginalized students by preparing high quality teachers and leaders in education. With over 25 years in teaching and educational leadership, through her career as a teacher, instructional coach, school administrator, state level administrator and consultant, she understands the unique challenges and opportunities of education. 


She currently serves as the Director of the Teacher Residency Program at the Sacramento County Office of Education, School of Education (SCOE) and as the Capital  Region Hub Lead for the Statewide Residency Technical Assistance Center (SRTAC). 


Tina is leading the bold, innovative work of teacher residency, that recruits, prepares, and retains teachers from the community, to address the teacher shortage crisis in the Capital Region area.  Dr. Tranzor’s previous work in MTSS, Implementation Science, and Special Education efficacy, has deeply influenced her passion and strengthened her commitment to developing exceptional teachers and leaders. She is dedicated to creating systems of change that ensure access to education for all learners.

Conni Campbell
SRTAC Bay Area Regional Lead 

Santa Clara County Office of Education

Dr. Conni Campbell has over 30 years of experience in the field of education and is the team lead for SRTAC’s regional residency support services for the Santa Clara County Office of Education. 


Her professional background includes K-12 teaching, school site principal, district level leadership, tenured IHE faculty and coordinator in two county offices of education. 


Her background in leadership, coaching, teacher education programming, K-12 and higher education encourages her passion for innovative teacher training through intentional partnerships to recruit and prepare an effective and diverse workforce, one that meets the needs of each community.

Brooke Berrios
SRTAC Central Valley Regional Lead 

Tulare County Office of Education 

Brooke Berrios is a dedicated educator with over 20 years of experience in teaching, consulting, and program coordination across P-16 systems. Passionate about educational equity, she develops and supports inclusive programs in diversifying California's teaching pipeline and address systemic challenges.


As a Central Region Hub Lead for the Statewide Residency Technical Assistance Center SRTAC), Brooke drives innovative pathways to recruit, prepare, and retain teachers in rural and underserved communities. Her efforts focus on creating sustainable residency models and fostering culturally competent educators who empower their communities. 


Through advocacy and collaboration, Brooke exemplifies a commitment to transforming teacher preparation and ensuring equitable access to education for all students in California.

Javier Vaca
SRTAC Southern California  Regional Lead 

San Diego County Office of Education

Dr. Javier A. Vaca is a passionate educator with over 20 years of experience in teaching and educational leadership. Having served as a teacher, instructional coach, consultant, and school administrator, he has a deep understanding of the challenges and opportunities in education.


Javier specializes in establishing effective teacher residency programs and advocating for equitable practices that benefit both students and educators. He is deeply committed to diversifying the teaching workforce, focusing on the recruitment and retention of teachers from diverse backgrounds. 


Through his work, he continues to promote professional development and support initiatives that create inclusive, dynamic learning environments for all.

Amy Bennett
Coordinator SRTAC 

Santa Clara County Office of Education

Amy Bennett has dedicated the past two decades to the field of education, first as a teacher and later moving to leadership roles at the district and county levels. With a strong background in educational leadership and teacher development, she spent many years overseeing a large urban teacher residency program, strategically managing recruitment, training, and support for novice teachers.


Her expertise lies in building strong partnerships with universities and schools to enhance mentor-mentee relationships and ensure comprehensive support for residents. 


Committed to research-based best practices and data-driven improvements, she aims to cultivate a diverse and robust pipeline of skilled educators to strengthen the teaching workforce.
